Can't Set XP User Account Options--Round 2

I surfaced this problem a few weeks ago, but never came up with a solution. Perhaps a fresh set of eyes will see it this time?

Whenever I go into user accounts/login options to de-select the Welcome Screen, that option is already un-ticked and I get a window that says"automation server cannot create object."

I've found a couple references to the problem that suggest the following:
Click Start, Run and type REGSVR32 SHIMGVW.DLL

I've done that, and received a message that it has been successful; however I still get the "automation server cannot create object" error message when I attempt to set user account options. Can anyone recommend another option?
