Can't run 16-bit windows program

Content states: Insufficient memory to run the application (whatever that is). Quit one or more Windows applications and then start again. The above shows as soon as I have booted up my XP SP3 computer. It has a nuisance value. I just click OK to get rid but would like to get rid permanently. Comments please. TIA
