Can't Delete A file

I d/loaded a file which turned out to be a VTS_01_2 mpeg file [1,048,544kb], which I can't play. But I cannot delete it! It goes through the process but never progresses. I left it "deleting" for 3 hours, but it wouldn't delete. It then manages to turn the screen a misty white and I then cannot open any other Windows file unless I re-boot. I've scanned the actual file 3/4 times, and my entire hard drive and there seems to be no virus. So how the hell do I delete the damn thing?

VoG -- d/loaded 'Unlocker' and it reported that it couldn't find an unlock handle, but did I want to delet it. I clicked on delet,and it moved it to the recycle bin - but the bin has been trying to delete it for last 14 minutes! Shouldn't take that long should it?

pimpers - I thought of that and will try it if deletion unsuccessful.

Restart you computer into safe mode and remove/delete the folder,

Reboot into SAFE MODE

1/Click Start and then click Turn Off Computer.
2/In the Turn Off Windows dialog box, click Restart, and then click OK.
3/As your computer restarts but before Windows launches, press F8 repeatedly.
4/Use the arrow keys to highlight Safe Mode, and then press ENTER.
5/If you have a dual-boot or multiple-boot system, choose the installation that you need to access using the arrow keys, and then press ENTER.
Note: If Windows launches before you can choose a safe mode, restart your computer and try again
PS/ Sometimes it maybe the F5 key

Using Unlocker:
Click Delete and then reboot.
After reboot the offending file has (usually) gone.

To delete a file without it going in to the Recycle bin, hold the Shift key down then select Delete.

recap's suggestion also works with e-mails that can't be deleted using the standard Delete button or right click menu option.
