Can't close down

OS - WIN98SE. I am haveing to close the computer down with the 5 second push of the off button. I have gone through it with Norton Utilities and it has had no effect. The computer gets to the last windows close down screen it just doesn't switch off.
system is 1400 Athlon, 4 and 20 gig hard drive and 256 ram. It has happened before but has sorted itself out but it has been like this for 10 days now. Any suggestions anybody????

A shutdown problem I had recently with my Windows 98se system was that Norton Antivirus was set to check the floppy disk at shutdown. Disabling this very much improved the shutdown. (Options - Autoprotect - Advanced)

The reason you have to hold the off switch in for several seconds is because your BIOS is set to do this to help prevent accidental switch off.
