Cannot setup home network

I am having problems with setting up a home network with my 2 machines running on Windows XP Pro. On one of them, it said I didn't have the authority to do it. However, I am the 'System Administrator'!

What I don't understand is that when I went to safe mode, I had the option to either login as System Administrator or the usual login ID I use. I find it strange as there is no other registered user. And in normal mode, there's only the usual login ID available. Why is this?

Is there another administrator that is hidden in normal mode?
