Cannot print - Missing 'Fpe71pm.exe'

Help I have a message on my pc saying Cannot find the file 'Fpe71pm.exe'(or one of its components),
When I print I have a message 'Print Sub system is unavailable'
I am running 2000 on a small network , my 2 other pc's are fine and I can ping my printer and receive a reply.
Is the missing file connected to my being unable to print?

I do not think the printer make is relevant (however it is a new QMS 2300 laser).
The error code occurs each time I switch my PC on, I am not sure if the two problems are connected.

Have you tried uninstalling and reinstalling the drivers for the printer?

Click Start, point to Programs, point to Administrative Tools, and then click Services.
Double-click the Printer Spooler service, and then change the startup type to Automatic. This sets the Spooler service to start automatically when you restart the computer.
