Cannot network two computers

Trying to connect a Dell laptop (Windows 2000) and desktop (Windows 98SE) but laptop maintains cable is unplugged when it isn't. The lights on the com ports do not even light up and I don't understand why.
The laptop has an AGN VPN adapter configured correctly and both computers have Ethernet cards/adapters installed (correctly as far as I can see).
What have I missed?
Any help appreciated please.

What cable arrangement are you using between the two Pc's?

I have tried a crossover and a patch but no success. The cables do work on other systems though so it is not a faulty cable.
I suspect it has something to do with the ethernet adapter not being enabled for the Com1 ports but I don't know how to resolve the issue.
I can't remove the AGN VPN adapter as it is on a work computer and needed for AT and T connection.
