Cannot install KB 928365 update

My friend has just phoned to tell me he has this problem, to see if I can help. I have looked on the web and it seems to be a .NET Framework problem and looks fairly complicated.
Has anyone any experience of this and any workround.
I did a search here but found nothing.

Is it 1.1 update? If so and he is on Vista many have found the same.

Vista uses version 3 anyway which I understand includes all the functionality of 1.1

I found the advice on click here worked. It seems a VERY common problem:

To install this security update, you must have Microsoft Windows Installer
3.1 installed on the computer. To obtain the latest version of Windows

It is a .Net framework 2 issue and the solution seems to have been to uninstall/reinstall version 2 completely.

Ok my friends,I tried both Dial a fix, and Windows Update Repair Tool from buteman's link but with no success. I fixed the problem by uninstalling >NET Frameworks 1, 2 and 3 completely then re installed 2.
I thank you all for your imput and I will tick this as resolved.
