Cannot find shell.dll

I am trying to help a friend who bought an old comp a month ago, it didn't then and still has no anti-virus software. I have removed 64 spyware programs and Norton online scan found 8 viruses/trojans but running Stinger and Cleaner only removed 2 of them. When trying to install AVG, setup will stop early on with the message that Shell.dll cannot be found. I have tried downloading another copy of shell.dll but this made no difference.
Another problem is that this is an old Time machine running Windows XP and there is now Windows disk and he also has no rescue disk.

Any help in getting round the shell.dll problem would save him needing to buy a new XP disk.

Many Thanks.

shell.dll can be found in C:\Windows\System if it is not there then it should be on the XP disc. There should be no reason to buy a new copy of XP.
