Cannot download PDF document from OE

My friend cannot download a PDF attachment. He uses Outlook Express v 6.0. When he tries to open the PDF attachment, he gets the error message 'Your current security settings do not allow this file to be downloaded.'

I have checked IE v 6.0 and gone to Tools > Internet Options > Security which shows Medium security for the Internet Zone.

Any advice as to how to get this PDF file to download would be appreciated. The Foxit PDF reader has been isntalled.

I'm a bit confused. You talk about Internet Explorer and Outlook Express.

What are you trying to do?

Open an attachment in Outlook Express or download a file from the web using Internet Explorer?

If it's OE related, have a look under Tools; Options; Security and untick 'Do not allow attachments to be saved or opened that could possibly be a virus'.
