Cannot download File

I am continually getting the message "Your current security levels do not allow this file to be downloaded" This has happened both on audio and video files.
I have ticked "Enable" in IE Options/Security/Custom
I have tried Stopping my Firewall and I have put security at its lowest level to no avail.
Vista Home Premium, Any suggestions?

Try right clicking IE7 icon or shortcut then select "run as administrator".

It won't connect at all using Run as administrator, it just shows Connecting in the tab but won't connect

Strange that as I've just connected with ie7 and running as admin. It's obviously something to do with the secutity settings. If shutting down and restarting doesn't cure it I'd try a system restore.

Please don't ask how I am sure all the settings are back as they were in the first place altough I seem to have tried every combination.
