Cannot delete file - Source or destination in use

On a Windows 2000 PC with 2 hard disks, I downloaded a picture from Internet Explorer by Right Clicking the Image and clicking "Save As". The image was saved on to the second disk.
When I tried to delete the image, I got an error-
"Unable to delete file - source or destination in use".
I tried the following without success:-
1) Checked the file attributes - all were normal
2) Restarted PC and retried - no luck
3) Ran virus check on hard disk and retied - no luck
4) Microsoft Knowledgebase said to stop and restart several services in Manage, Services - no luck.

The only fix was to run CHKDSK on second disk - this required a reboot. Once CHKDSK ran at startup, a message was displayed "Windows fixed the file system".
When I logged in again, I was able to delete the file successfully.
