Cannot Defrag 98SE - Says not enough free memory

I have been trying to defrag Windows 98SE however shortly after it begins I receive the message "Your computer does not have enough free memory to defragment this drive. Quit one or more programs then try defragmenting this drive again ID NO DEFRAG009"

I have closed everything except systray and explorer however when I try again all of the programs I had quit have returned.

This has me frustrated. Any help would be much appreciated.

Defrag in Safe Mode. To do this, reboot then keep tapping the F8 key just before Windopes loads. Select Safe Mode from the menu that should appear.

Safe Mode does not load programs that can interfere with defrag.

Try restarting in SafeMode - press F8 at startup and choose Safe Mode. Then try to defrag.
