Cannot browse network using DHCP on Win2k SP3

One of our client PCs cannot browse the network using DHCP but it can with a static IP address.
Initially we had an issue with TCP/IP but it seems we had a file (afd.sys) missing which wold not 'allow' DHCP to start but that has now been resolved.
In Services, in DHCP Client there are no Dependencies listed. Is this normal?
In the Local Area Connection Properties, in Internet Protocol (TCP/IP) Properties we have a static IP address, the Subnet Mask, the Default Gateway (the IP address of the router), a DNS server (which is also the WINS Server), the 'Enable LMHosts Lookup' box is ticked and 'Enable NetBIOS over TCP/IP' is enabled.
Any suggestions?
What we are trying to achieve is to install MacLan on this PC so it can 'see' the Macs on the network but whe we install it we get a TCP/IP error.
