Cannot add a Folder to Vista

I find that on Vista I cannot add a new folder to program files it refuses to let me but I can add a new folder to the C: drive.
The only way I can add a folder to Vista program files is to install a program from a CD which puts the folder in C:\program Files.
I have never had this problem with XP,why.

If you open Program Files and right click on an empty space of the screen and select NEW/folder you will need to agree to UAC ,all should be fine.
