Can A Zip Drive be used in Win98 SE safe mode

A friends toshiba laptop running win 98 SE won't boot into windows, but will do safe mode. Has an error message
"invalid VxD dynamic link from VWIN32(01)+00000714 TO DEVICE "0009", service 1".
Want to reformat/reinstall but the laptop has pictures that were not saved on disk. Want to transfer these to a PC hopefully via a zip drive. Is this possible or will it not recognise the drivers is there any other way of transfering about 750mb to a PC via safe mode. Have tried scanreg and reinstalling windows but neither work, so can only think to do clean reinstall.
Any help will be most greatfully appreciated.

have tried all those suggestions - nothing works - so have to do clean reinstall- but need to somehow save these pictures - i also heard that upgrading to win200 might be the answer at least that way maybe able to save the pics then do a clean reinstall.
