Can you transfer itunes from 1pc to another?

Hello, my friend has built a pc for his friend who as a very old pc and the 'old' pc has the man's itunes songs/albums on there, please can anyone tell me is it possible to transfer these files AND for them to work/be accepted when he has? I believe itunes are notoriously difficult to transfer?
Any answers would be helpful, thank you!!

Of course it may make a difference depending on what format your friends songs are saved in, but it shows how it is possible to just copy from the itunes folder.

How I do it, I install itunes on new PC,go to the new itunes folder and delete everything inside it, I then go to the old PC, the itunes folder, copy everything inside then paste it in the new itunes folder.

The others are right. An iTunes account should be created (same one as on old one) -iTunes allows up to 5 PC's.
