I used to be with tiscali before i moved to another ISP i use outlook express for emails but i received this error message yesterday

An unknown error has occurred. Account: 'pop.tiscali.co.uk', Server: 'smtp.tiscali.co.uk', Protocol: SMTP, Server Response: '554 Sorry, your non-local IP address (87.81.59.17) is not allowed to send email via me.', Port: 25, Secure(SSL): No, Server Error: 554, Error Number: 0x800CCC6F

am i right in thinking Tiscali will not let me use their service to send emails anymore.

You need to change the SMPT setting for your Tiscali account to the SMTP setting of your new ISP.
