Can everybody see Frames?

I am re-designing my website and quite fancy using a 'frames' design so that a header of the website and a side bar with buttons is always on screen, whilst the main pages scroll. I use Frontpage.

Somebody said that lots of users will not be able to see the frames when they log onto my website if their OS is different to mine (XP).

Is that true? If so is Frames a bad idea?

The short answer is 'yes', you'll find very few really good sites using frames.

The advantages of frames are very few, and the disadvantages are too numerous to go into here; suffice it to say that few professional designers would think of using them nowadays.
