Can a broken HDD cause a lopping boot up ?

Is it possible if a damaged/dead or faulty HDD to cause the boot process of a pc as follows ?

When switching on a PC it does the memory check then shows the drives ok fine BUT then it flickers of the VGA comes back and starts all over again repeating itself.

I would have thought memory, faulty MB or PSU to do this, asking because a friend in work has the problem, and I asked if he could hang on till I found out some info. Oh its WinXP possibly not with SP1.

To start in safe mode press the F8 Key when starting and choose SAFE MODE from the menu. If you cannot even get this to appear post back.

detecting the drives then loops back, well bofore the attempt to load winxp.

I have now got my chance to try a secondhand HDD an it is the HDD at fault, the faulty one registers ok in CMO/BIOS and on boot but that it, no more.
