Buying a new PC for Video Editing

I would greatly appreciate your help to identify which desktop PC I should buy - I am no guru, but am competent so good plain english advice would be appreciated but with some specific details on video card type etc would be welcomed! I would also like some guidance on which video editing software to buy.

The requirement is for video editing from a standard definition Sony Camcorder which I can then burn to DVD. I have circa £1000 to spend, and want to get something that has potential for future upgrade.

Historically I have always bought Dell and have been very happy but have concerns about the quality of their screens.

Suggestions on the specification to go for and manufacturer would be appreciated.

quad 4, 2g or more ram, large capcity hard drive, video card not that important as long as it not motherboard integrated graphics. if you want to play games 8800gt.
