Broadband Upstreaming speed halved???

I run with XPSP2Home. My ISP is Zen. I have a 3Com wireless router. My distance from the Exchange means that my broadband (ADSL Max) runs at a pretty constant 1894 Kbps. My upstream always ran at about 400Kbps.

Tonight I did a speed check and although my download speed was as usual I noticed by upstream was only 162.10 Kbps. I was puzzled - and to rectify the situation did what I would normally do. Switched the router off for a minute, switched it back on and came and did a speed test again. Upstream was up to 378.25

Question - why would my upstream broadband connection slow to almost half?
