Broadband Reliability Issues with Vista

I just bought a new PC (Dell Inspiron 530) with Vista. The reliability of the PC connection (ISDN) to broadband is appalling. I've followed my ISP trouble shooting guide but I do not believe the ISP is at fault as I also have a laptop connect to the broadband wirelessly and this works all the time. I get error message 'Intel Alert Service stopped working and was closed' every time I boot up - not sure if this is linked to the issue. Any suggestions?

This refers to Intel's viiv programme.
I think you need to download the latest driver which you can find at the top of the page on this link.
