Broadband Modem On-Line Connection Problem

My Computer = WinXP, 1GB ram:
All system working fine for "Administrator Access", but for any "Limited Access" user (and for changing an Administrator to Limited user) on start-up an alert message says in effect "modem not installed, disconnect/re-connect the USB cable (at the computer end) and it will be found and installed and the alert message will go". Nothing happens, alert stays on screen, but has an OK button which when clicked closes the alert and access to on-line is normal. Same happens if I don't disconnect the USB, so I can ignore the alert message and proceed normally. But-
Question why the alert and how to stop this alert message for Limited profiles?
