Boots To Desktop Wallpaper

My computer goes through the entire boot
process and then stops before loading any
desktop icons or start menu. It does this in
both regular and SAFE mode. It goes past the
Windows Sign in screen, but when it goes past
that point, the start menu flashes at the
bottom of the screen and it just goes to the
wallpaper. I can move the mouse, but can't
right click and when I push CTRL-ALT-DEL
there shows nothing running. I've restored
registry, etc, but no luck. It almost seems
like Explorer begins to run, then closes
down. I can't even get into SAFE mode
because it does the same thing. I've used a
boot disk, but does the same thing. I have re-installed windows 98 3 times with no improvement.

Ok do you have any data on the pc you want to save or will you be ok with a clean start (format and reload)
