bootmgr missing xp

I have formatted my hard drive in another PC and when trying to reload xp back on the message bootmgr missing keeps coming up and I don't know how to progress from here.

Enter the bios and change 1st boot option to cd/dvd.

Yes I formatted it on a vista machine

It tries to boot from the cd rom but comes up as bootmgr missing

Your XP CD may be damaged as it appears to still be trying to boot from the hard drive.

Do you get the "Press any key to boot from CD..." message?
If not then the setting CD as first boot device in BIOS has not saved correctly.

In BIOS set CD as firt boot device disable all other boot devices(F10) save and exit
