bluetooth mobile dongle license

i'm trying to transfer data from my Samsung D500 phone to my laptop via a bluetooth usb dongle (belkin).

I used to be able to browse my phone for the files i wanted from my pc.

My device icon in the taskbar says that my bluetooth device is not found. when i try to click on 'My bluetooth places' an error window appears saying

'Bluetooth license check failed. Please make sure the bluetooth device is plugged in/turned on, the device you are using is licensed for this software and that your license hasn't expired'

Bluetooth on my phone is on and made visible/discoverable.

my usb dongle is plugged in.

im just don't know how to get it working again.
