Restart your PC? Usually indicates driver errors or device conflicts, boot in Safe mode (hit F8 repeatedly when booting and select Safe mode from the list), go into Control Panel/System Properties/Device Manager (under the Hardware tab in Windows XP) and look for devices marked with red or yellow.

Can be due to a multitude of things, CPU temperature high, memory fault, video drivers. Restart and hope it goes away - - - -

One very common cause is having a USB device draining power from the motherboard during bootup. Un-hitch all unnecessary peripherals and try re-booting.
