Blocking Websites on a computer on a network...

I know that you can block access to websites by modifying the host file found in C:/Windows/System32/Drivers/Etc and have successfully done this using my home computer. However when I try to do this on a computer that is on a network this method seems to have no effect. Is there anyway I can get around this using a simliar technique?
