You can block websites using content advisor in IE. If you click on help/contents and index and type in content advisor it will tell you how to set it up.

When you have set it up with a password you can go into settings click the general tab and make sure you have a ticked against Users can see websites that have not been rated or you will find all websites blocked. You can also put a tick against Supervisors can type a password to allow users to view restricted contents. This will allow you access sites with a password.
