Please advise the best value laptop available for under £251, could be streched to £300.

I very much doubt that you will get any new laptop for £251, and even at £300 it is unlikely that you will find new, although you just might find one without an operating system. You will probably find a used or refurbished model in your price range. Have a look on Ebay click here

Watch out for dell.

Their lowest price is £349 but!

they sometimes run offers selling at £299.

Apart from that you're looking at second/refurbished units.

I think it's fair to say that there are no bad laptops, but the cheapest won't have the facilities of a more expensive one, will have a slower processor, shorter battery life and very basic graphics. I frequently use a laptop that was bought in February last year for just under £400 without software - this was the rock bottom price at that time. It has only a 1G processor, 256M memory, a 30G hard drive, a 14inch screen and very basic graphics, but it is still fine for what I want it for.

Silly question but why 251? Why not 250?

As for places the Woolies one is ok for the price but it isnt an intel or amd it is a VIA C7 processor. To be honest I have never even seen a comparison chart with these in!

My laptop uses a VIA C3, and it performs well. I'm sure the C7 is even better.
