Best photo/image editing software for websites

What good, simple to use, (free if possible) photo editing software is available that can be used to produce good looking pictures in websites? I like the way sites such as ebuyer make images of computer components look a bit "cartoony" (if you know what I mean)

I have photo studio 5.5 which came with my scanner.

Thanks. I will look at those 2 links. I'm trying out my photo studio and its got some decent features - will explore more.

I've heard paint shop pro is quite good?

I use Paintshop Pro and find it does all I want for my clubs website. It cleans photos and resizes just as I want.See link for example. click here
