Belkin router as access point not working

I am trying to extend my Wifi network. I am aware I could buy some hardware and do this quite easily but am trying to keep costs down by repurposing an old Belkin router (F5D8233-4v3). I want it to work as an access point ethernet in wifi out - is this even possible? I can find very little specific information about that.

As it stands, I've followed numerous guides as to setting it up and it's all very straightforward (connect to router, select turn in to access point, set IP) but once I've done this it doesn't actually seem to work. I can never access the router (now access point) via the IP I set.
