Battery wont charge

I have a dell inspiron laptop and the battery just wont charge, i have tried another battery and that wont charge either.

Does anyone know exactly how laptop batteries receive their charge?

Is it a kind of battery charging device in the computer itself or is it an integral part of the battery?

I originally had a problem with the mains lead and could have shorted something out. I now have a new lead.

Yes it's a small battery charger that converts AC to about 12v DC Diodes and Capacitors

All the laptops I have seen have a Power Supply that plugs into the mains. Then a small round plug connects to the laptop, and supplies a low DC voltage. This both powers the laptop and charges the battery.

If yours works on the mains but doesn't charge the battery, it will have to go to the men in white coats.
