I have a live mono recording in Mp3 format but 90% of the sound is in the right speaker.

Are there any audio tools to redress the balance?

then you don't need to change the MP3, but rather the way it's being played back.

Is it really a Mono recording, or is it perhaps a Stereo recording that has the same thing on both the left and right side, but at different levels?

If it's the former then you should be experiencing a similar "offset" when listening to other things. Even most Stereo stuff is, generally, mostly coming from the middle of the speakers.

Simsy is correct, if it's a true mono recording then you need to check the settings on your pc by right clicking the speaker and opening the volume controls to see if the balance is set correctly.

If all looks ok and any other music you play sounds ok, then it would indicate that this recording is at fault.
