Bad or missing keyboard definition file

I seem very good at volunteering to help my friends who's pcs tend to stop working when they dont bother to have anti-virus/spyware software etc.

The latest one wont even let me into windows to try and sort ir out.

I get the Win ME splash screen then a DOS message "Bad or missing keyboard definition file", then it just powers off. I cant start it in Safe Mode as it wont recognize any 'new' hardware.

Is this an error in Autoexec.bat or Config.sys and if so how would I go about correcting it?

Unfortunately I dont have ME master CD nor a startup floppy (although I do have Win98 and XP disks)

Any help greatly appreciated.
