Available memory stays low after program close

I'm running PIII 800Mhz, 256k RAM, 98SE.

When the PC is first booted up system resources reports 65% memory available, presumably due to various progs and TSR's running in the background.

If I then open say Outlook, Explorer and MS Money this level goes down to around 30%.

However when I subsequently close these 3 programs down the available memory only goes back up to 48%??

What happenerd to the other 17%. Is there a way of 'refreshing' the PC to release this 'missing' memory or is it only solvable by a reboot?

The reason I ask is that sometimes NTL BB goes very slow and I wonder if it is due to these 'unavailable' memory resources

Thanks

either "Freeram" or "Nitroram". They take up hardly any memory and just sit in the system tray.
Just enter the name in your search engine, you will get the download address.
