Audio in Movie clips

Anyone know of a free, easy to use audio balancer?
I have many clips taken with a camcorder or camera with a movie facility, and I would like to edit each one to produce the same audio volume.
When I try to import my files to an editing/authoring program, I find that many of these programs are very time-consuming - apart from needing a Phd to understand them!!
Also, if you did balance the audio in these programs, and forgot to save the file, it's another day poised over the PC!!
My video clips last no longer than say, 3 - 5 minutes, and if there is a simple program that can balance the audio output in a video file, avoiding that dreadful deafening explosion of sound when, for example, the DVD is started, I would appreciate it.
