I am planning on puchasing this card for my computer mainly because its less power consuming as i only have a 350 watt psu is this a god card and can it run games like cod and gta 4

The 4550 is a low end card targeted toward a budget build not really made for gaming. It will run some games on medium settings, however trying to push the limits to max settings will cause it to choke.
If you are on a limited budget the ATI Radeon HD 4650 or 4670 will honestly give you much better perfomance.

What make of power supply do you have because cheaper ones tend to shall we say over exaggerate the power supply and that 350 W PSU may only supply that at start up.

4550 is not really good for games. Try Radeon HD5670 which is better (although again not meant for power hungry games)

This is one of the lowest power user cards. Run through the extreme power supply calculator to see if it's ok bearing in mind that it's usual for the actual consumption to be much lower than specified by the card makers

If it won't work you need a bigger psu I'm afraid
