I think it could be 1 of 2 problems here,. One power supply or 2 the card is touching your case i.e. the metal bracket try reseating the card its self ,but you do have a 600w power supply ,what other stuff do you have in your pc i.e. how many hard drives usb for example

You could have a duff card; maybe faulty memory on the card is triggering the mobo diagnostic light?

Can you try the card in another pc?

Have you connected the extra power connector(s) to the card?

Take out 2 Ram modules and leave just 4 GBs in,if it boots then you might have to either increase the NB voltage or to run with 4 GBs of Ram only.

With both power connectors plugged into the back of the card you should see 4 red LEDs briefly flicker when the PC is powered on. If you don't or one or more light stays on the card could be faulty.

D1601 - Red LED On, shows critical temperature fault

D1602 - Red LED On, shows External power connector A was removed

D1603 - Red LED On, shows External power connector B was removed

D601 - Red LED On, shows critical Core power fault

P.S. If it's a non-reference card then it may not have any LEDs fitted.
