Have a read here click here
you then have to have a motherboard that will change the multipliers.
Nforce2 boards are an example with the right bios

Are there any others with pre unlocked athlons?

  The Transporter 11:16 04 Jun 03

Anyone else with anything to add to the above?

There are plenty of links regarding overclocking and Athlon cpus here
With the nforce2 boards and the right bios you can chooose lower multipliers and increase your fsb to overclock.
I have the Asus A7N8X deluxe which also allows you to lock the agp and pci so you dont overclock them as well, which could cause problems otherwise

If my extremely recent purchase (XP 2600+ 333MHz)is anything to go by, the answer is 'no'. It is very much locked.

Could be wrong but the latest XP's are not called T'Bred are they - thought they had the new Barton core and therefore are thoroughly locked.

  BillEmm 01:05 05 Jun 03

The latest top end cpus are Bartons, which are only T'breds with a larger cache, but I was definatly talking about a true T'bred and most Athlons being sold today are true T'breds.

You are right about Bartons being locked. At least the 3000+ I have in another machine is very definately locked.
