Archive attribute problem in XP

I've just upgraded to Win XP Home (clean install)and I'm baffled by the state of the archive atribute which I first noticed when my batch files began to behave oddly. Files which should have been backed up were not. The "File is ready for archiving" box was ticked in properties, which I guess means that the archive attribute is on. But then I noticed that just about every file in the system has this box ticked. Checking in DOS showed that the attribute was not in fact on, but could be switched on and off from the command line as usual. Being set on in this way was recognized by the batch files and archiving took place. Has anyone any idea what could be causing this?
