Annoying log in screen

Ever since the last XP windows update I get this annoying two tone blue log in screen every time my monitor goes black while I'm downloading but not actualy using the PC. I then have to click on an identity to log in and wait while everything wakes up again.

I didn't have this before and it's bugging the hell out of me.

Is there any way I can stop this appearing or failing that stop the screen going black, I think it means the PC is in standby but everything I left running is still running and things still download.

Control panel performance and maintenance,power options,turn off monitor never

Also click on the advance tab when you have got into power options and untick prompt for password when computer resumes from standby.
