AMD Power Now! Problems

Recently downloaded AMD's power now dashboard to see the processor utilisation and also speed when running on battery and noticed that even when the processor utilisation is at it's lowest the speed remains constant. Upon seeing this looked for a bit of advice on AMD's website and they recommended downloading the latest processor driver from Microsoft Windows Update to enable power now. I have followed through the advice but still no joy.

1. How do you enable power now under Windows XP?
2. How can you check to see if power now is installed and working properly?

The installed processor in my laptop is a Mobile AMD Athlon XP 2400+ M processor running at 1.79Ghz
