All programs not valid win32 applications HELP

Turned on my pc this morning (pentium 4 2.66ghz running XP home sp2) and nothing works. It boots up fine and I can log into windows but the only application that will work is outlook. Whenever I try to open any program (including system restore) I get an error message giving the full path to that file and saying it's not a valid win32 application.
It was working fine last night, I do download a lot of stuff so I guess something I downloaded may have caused it but I use a firewall, norton antivirus (up to date) and spybot (including the system guard thing) and none of them picked anything up - but I cant run them to check now as they wont open. PLease please help.
