Adding Resizing Tool to Explorer

This was explained on p 181 of the December issue of PC Advisor, but I don't seem to get it to work. Can someone help me to set it up, so I can change the page size to 800 x 600, please. I opened a new page in Front Page 2000 and clicked on the HTML tab. I typed the line

a href="javascript:resizeTo(800,600)" /a> inbetween the body tags; then saved it as resize.htm.

Opening this page in Internet Explorer did not produce a 800 x 600 screen. And what do i click on?! Where have I gone wrong? What does 'drag each link to Explorer's links' mean?
