If there is no internet connection involved (which has implications for IP addressing), you will need to allocate an IP address to each wireless network adapter.
Open the Network Connections folder, right click the Wireless Network Connection, select Properties, then highlight the entry for "Internet Protocol (TCP/IP)" and click the Properties button.
Click "Use the following IP address" and enter:
IP address - 10.0.0.1
Subnet mask - 255.255.255.0
Default Gateway - 10.0.0.1
In the second PC, use the IP address 10.0.0.2 but use the SAME Subnet Mask 255.255.255.0 and Default Gateway 10.0.0.1
Set the adapters to work in "Ad Hoc" mode (although it may be called "Peer-to-Peer") and give them both the same SSID (network name).
Any firewall software needs to be configured to allow access to the networked computers by entering their IP addresses in it "trusted" area.
