Active X can I reinstall?

I cannot access my start button on the bottom of my screen or open My computer. When I press the START button it just goesin but nothing happens. When I click on "My Computer" it opens empty and a warning comes up saying "Your current security settings prohibit running Active X controls on this page.
I have not changed any security settings to my knowledge. Its a Laptop and I cant even get my CDROM drive used to reinstall the OS. iT DOES SEE THE fLOPPY DRIVE WHEN i SWAP OVER.

What happens if you press the Windows key (this should do the same as the Start button).

Sorry m8 its not XP its ME and no I cant use the Windows Key same happens.

Why did I assume it was XP???

Get an ME bootdisk from click here

Get the one without the RAM drive.

Reboot with the disk in the drive. You should end up at a prompt

A:>

Type in

C:\Windows\system32\restore\rstrui.exe

and press Enter.

Pray that a System Restore dialog appears. If it does, try restoring to an earlier time, before this happened.
