Acer all in one USB3

If any one else is like myself unfortunate enough to own an 'Acer AZS600 All In One' could they help me please.

There are two blue USB3 sockets on the side of the case, the upper one I believe is for charging and has what look like to dots inscribed below the socket,the lower is marked USB3.

If I connect either my old kindle or new paperlight or my Seagate USB3 external HDD to the lower socket they are not found by Win8. If I connect to the top socket they are seen. (USB2 external drives are seen on both skts and the PCs other USB skts are OK)

Its like the two blue ones are in the wrong relative positions or is it some sort of power problem. If one is for charging does that mean charging only or is it also active?

Acer dont want to know about anything and info is scarce.

Win8.1 64 bit kept up to date
