Access a website via IP address

On the basis that all URLs are translated to an IP address when accessed by a browser (because everything is really accessed by IP address), how does one access a particular page within a site using the IP address rather than the URL?

I've tried this using the absolute path (the following is just a made up example with a pretend 'user name in the brackets):(111.222.333.444/(user)/home/filename.htm) but you get a 404 error. I also tried 111.222.333.444/(user)/home/(user)/public_html/filename.htm but same error.

Is it syntax or something a bit more complicated?
